So that begs more questions. Are you unemployed, and if so, is there some kind of unemployment benefit/insurance you can use? Do you live with someone who makes all the money? Is this just a clerical error?
Perhaps 170 € is a minimum? It's 15% from 1133 €, which in Germany is under minimum wage.
