i feel you, my mom is the same way
my dad also worries about his dog + cat getting lonely if your mom is concerned for their social health, then ask her to try rather the radio as company for her pooches/ uses much less electricity... and the mutts won't get square eyes :)
Tv doesn't cause your pill to go up really high especially if you have power save mode on, I keep it on all night to help me sleep and the bill is very very cheap
I think the yelling is unnecessary, especially if you haven't done it before and since it was an accident. As others have pointed out, some dogs have separation anxiety and need the sounds to sooth them. I have to wonder if a sound machine wouldn't work in this case. My cat does just fine with her "kitty TV"--a window she can look out of. She especially likes the warmer months when I leave it open because she also gets the scents of outside.

So we just gonna ignore the fact her mom could had turned off the lights. Keyword being "could", because we don't know if she was at the house all this time or not.
*******, wow. After reading some of these comments,I've just realised how many pet owners have no friggin' clue about owning a pet or how to even train them for that matter. Treating your pets as a human being will only cause more harm and create pet issues/problems. I've owned cats and dogs before and not one of them have ever had any problems or destructive behaviour(chewing furniture,scratching walls/doors etc). Never ever left the radio or tv on when I leave the house. It's all about understanding their behavior. Gave them all the love I had and got a tonne more in return.

I'm a bit curious as to what it is the dogs watch, and what shows they would recommend.
But it's recommended that a tv is left on for dogs. It tends to calm them by giving them the impression they aren't alone. This is a pretty common technique for dog owners.
