My mom does the same thing, but complained about the bills being so high
99% of the times I'm sure when she comes home the dogs aren't near the tv

Tvs actually don't suck up a lot electricity...
Her house, her rules. If she's paying the electricity bill, she can do whatever she wants. Unless you you are paying your share, you have no basis to gripe.
It's a bit hypocritical to get bent out of shape when your kid accidentally leaves a light on all day while you deliberately leave the TV on all day so your dog won't get "bored." Even if she has her reasons, she can be reasonable the first time it happens and politely ask her daughter to be more mindful about turning lights off when she leaves a room rather than screaming at her.
My moms the same way I'll leave my room to go to the bathroom and I get yelled at. The biggest difference is she leaves the TV on upstairs for the dogs while she sits in the family room downstairs.....WITH THE DOGS

I'm a bit curious as to what it is the dogs watch, and what shows they would recommend.
But it's recommended that a tv is left on for dogs. It tends to calm them by giving them the impression they aren't alone. This is a pretty common technique for dog owners.
