Nah it's not a compliment. He's making a total stranger a sex object and completely dehumanising the woman, if the man wasn't attractive you'd be insanely creeped out by the comment.

Uh no, that's like saying sex is always a good thing. Ever heard of rape? It's not really uncommon for men to do this(catcalling and street harassment is still huge) but that's why we explain and encourage better behavior, not go "oh well it's normal." A compliment to someone with very low self esteem maybe. Personally I only find personal comments complimentary if they measure up to the amount of respect I feel for myself! I'm not saying that it's much but it's certainly above unsolicited sexually violent comments.
Not even to them #96, I have low to no self esteem and this would ruin it more. It's more of if people can somehow find a stranger treating them them like an object or something non-human complimenting. Most people see it as offensive, I really don't understand what goes on with the people who don't. BDSM, including demeaning, should only come with consent. If he said it to a girlfriend, during foreplay/sex, and it was meant as a turn on, he's a bad boy (which brings up another FML-how did OP hear it?).
