That's pretty out of line, particularly since he was in a position to be deciding whether or not you got the job. Your response is inevitably linked in some way to the impression he forms of you. So while it may not be harassment per se, it was not appropriate at all for him to ask you out. Given that you could probably make a case for it being sexual harassment, he clearly should have waited until a decision had been made about the job and you had been notified before asking you. I say report him to his superior.
I'm sure he'll give you a job if you give him one in return. ;)
