How did OP know the car in front was in reverse before it went backwards? I don't know about American cars but cars where I am don't have a light or anything to tell other people what gear you're in.
I don't know where you live, but here in Portugal the cars got a white light to show that they are in reverse..

He could of possibly did it on purpose however on a manual transmission you have the tendency to roll back at which point it is your fault for being too close, you can't expect all drivers to be skilled enough to prevent rolling back even a bit. I know I hate it when cars get right on my ass which is why I let the brake go a bit so they can see I will roll back on a hill.
Just use the handbrake to prevent rolling back. Its actually quite easy and thats how you learn to drive in hilly terrain anyway in driving school.

I just saw an FML saying that the guy put his car in reverse for some reason, and then when the light turned green he had forgotten that his car was in reverse and drove his car into the car behind him. Hmm, interesting.........
