Not always true. I was told this as well and for a year I constantly had razor burn. I shaved by the book every time and treated the area afterwards. I suggest getting a good trimmer! Works wonders!

It's because u didn't exfoliate before and after. Also they will appear if u shave to roughly or too often. Applying lotion to the area afterwards will help too.
