Easier said than done, and way to blame OP for being betrayed by someone who is supposed to be protect them, not **** them over. Seriously, what the ****. Why would you tell OP that maybe they should keep their money where their mom can't get it? I think they figured that out when they discovered the theft- and they obviously already thought the money was safe where it was, for them to have just discovered the theft. Maybe you didn't mean it that way, but all it sounds like is that you're blaming OP for a) Trusting their mother b) Not having a bank account or an account that their mother doesn't have access to. Which, in case it isn't apparent, putting the blame on the victim of a crime or harmful act is a real dick move.

First I'd confront her and if she doesn't agree to refund you you might have to try to take legal action depending on your age and how much she has stolen. I say age because if you're a kid there's sadly not much the courts can or will probably do.
