My guess is that they require graphite bacause it's not as messy as charcoal. If OP has to mail it in, the charcoal would most likely get smudged and ruin the drawing. Graphite stands up to rough handling a little better.

That's terrible! D: I do lots of art stuff so I understand how upset you are. I'd be so mad. I'm guilty of not reading requirements, too. Maybe you and I both should start learning to read before we do our assignments, eh OP? ;D
Using charcoal ******* sucks. I used it in primary school and that shit smudges like crazy.
That's why you use a rolling rod or a sheet of paper... And you also start at the top left of the page and work your way down and across the page so you don't accidentally touch or smear your artwork. It can also be easily fixed with a kneaded eraser... Those things work miracles for me And of course when you are finished spray it with fixative or if you don't have that use light hairspray
