Oh my, I'd have asked my manager to do something about it a long time ago, or else found myself a new job. The parents should raise this child like any other, so not correcting him because he has down syndrome is just bad parenting. Yes, having a child with Down Syndrome is hard, but that doesn't mean that the rest of the world has to bend around it. If any other customer would have done this, someone would have called the police a long time ago. But isn't letting him because he has this handicap just as much discrimination. Tell the parents that you want this to stop, and that you are going to the police to report him stalking you. THAT is treating someone equal to others, not only the 'fun' things, but also the bad.

Down's syndrome is not a free pass to get away with unacceptable behavior. It is especially not a free pass to allow them (or their families) to force complete strangers to tolerate inappropriate behavior. People with Down's Syndrome are not infants and they deserve better than to be treated like unteachable idiots. I for one am sick of seeing the inappropriate disturbing things that some of them do - not because they are prone to poor behavior but because the people that are supposed to take care of them don't have the faintest idea how to nurture and educate them properly.
64 - Are you sure you don't have a touch of a mental disability yourself? Just by reading your comment and observing your grammar and language you don't seem like you are all that bright either. The OP does not need to be put in a position where she feels uncomfortable just because it makes this kid happy to watch her all the time. (By the way I know I asked if you have a mental disability instead of a chromosomal disorder, but I think mental disability suits you better than what your cousin or this kid has).
