My school allowed us to use the unused credits at the end of the semesters for bulk purchases of things like bottled drinks and cereals. You could ask whoever is in charge of the dining hall about it. I couldn't use my meal plan due to dietary restrictions and they wouldn't allow me off of it, but I was able to get enough water bottles and Snapple to last a year and donate some of the money to charity (as opposed to getting no refund at all)
Well if it ever becomes a problem in the future, many colleges have student food banks. As long as you're willing to go in, there's free food so at least you won't be starving.

$35 a week for food is more than I spend on my grocery budget as a college student. Cooking at home can definitely be done for less than $5 a day and eat healthy.
As a fellow college student, I have no idea how you were unaware. I had a meal plan and the school sent me so many emails about it. Lol
