As a hair stylist this is extremely cringeworthy. 1. You used the wrong developer (20 is standard) 2. Left it on for way to long 3. The bleaching and hair lightening process takes a few weeks because you have to give your hair a break between lightening... Seek a hair stylist next time!
Did you use actual bleach?
OP YOU HAVE A CHANCE STILL. Dye it back black or brown, whatever you like. And then just straighten your hair, and brush it all over to the left, or if that's the bald side, to the left.
Is this an okay place to give hair tips? Depending on how light you're going, you have to do it in sessions. Sounds like the bleach you used was either really strong or left in too long. It's a process. I typically do 5 sessions, each session only 15 minutes each and one every other week to avoid excessive damage. It gets me to platinum blonde. I know the brassy in-between shades drive people insane but toner is useful!
Bleach is what went wrong.
