OP here. To further clarify my situation, I'm working two jobs on top of being a full-time student and it's still not enough. The problem is, the government insists that a person with two jobs should have enough to pay for college so they've reduced the amount of money I can get - never mind that since I only have a high school diploma, I can only get minimum wage. Plus, I don't have any credit established - so I can't get any other loans.

That's probably because you've reached the aggregate limit of $57,500 for undergrad and where cashing in on excess funds.
For everyone complaining about the school system, maybe if OP had worked harder in high school and earned a scholarship they wouldn't have had this problem.
OP is working now, that's what counts. And besides which, not succeeding in high school does not automatically mean they weren't working hard enough, there could be lots of reasons for this. You know absolutely nothing about other people's situation, so don't try blaming OP for not having succeeded at the first attempt, which is in the past, when they are clearly driven to succeed now.
Scholarships don't always cover everything. My best friend did very well in school and the scholarships she got were only enough to cover the books she needed. I know some students who didn't earn any scholarships whatsoever, despite their high marks in high school. Try thinking before you speak next time.
If they didn't earn scholarships than they either didn't apply for very many, they chose to attend colleges that didn't offer decent scholarshops, or your idea of 'doing well' is very different from the actual standard that is considered 'doing well'.

Op here, I DID earn scholarships but they aren't enough. My school doesn't offer full rides unless you're a fine arts major, which I'm not.
Do you have a job? Because it's time to start digging into that savings account!

Same thing happened to my brother in-law! One semester away from graduation, and he had to stop attending to work to save to pay for it.
Scholarships, student loans, external loans if student loans aren't an option, get a job, work study, payment plan, talk to financial aid about deferring payment, prostitution. These are a few options.
