YDI the proctor clearly states testing policy on cell phones before the exam is started and just because your done doesn't mean everyone is,

#225, you really don't have space to call anyone a dumb **** as what you posted was really dumb. First of all, there are cell phones that DON'T vibrate when its on silent. Like you said, "vibrating is not the same as silence." The OPs phone CAN'T vibrate if its on silent, cause silent means NO sound at ALL and vibrate is just vibrate only and I'm sure you are aware that vibrate makes a loud sound..
