As for your stuff being wrecked...Easiest'd be for your parents to pay it and force your stepbro to do chores etc to earn it back. Ensure he knows why he's doing it and be sure to talk about what he did, not about him as a person since that'll have way less effect and just cause resentment. Either way I hope your (step)parents do the right thing as having you shoulder most of the damages would certainly be unfair unless you were somehow to blame for this happening (like handing him the matches) but I doubt that as then you'd have known about his pyromancic tendancies...
