Woah. So you're protecting her 'cause she's your own mum? Or is it that it would create bigger problems if you did (I'm trying to imagine what these could be). Here's what I think - she did the wrong thing. It doesn't matter if she's your mum or not. If one of my parents did something illegal I'm not going to stand around and protect them just 'cause they're part of my family.
So my mom did the same thing to me. The way to get around sending your mom to jail is to report to the credit bureau that you were not of age to have credit cards put in your name, if you were underage when the cards were opened you are not accountable for the bills and they are required by law to remove them from your credit. They might or might not investigate who is responsible. You should also confront your mom and make her pay the bills or take her to civil court if you really care that she stay out of jail.
Shouldn't be a pussy and turn her in. it's identity theft no matter who it is, this is gonna **** stuff up for like buying cars/houses/other nice big items so I'd turn her in and get my justice and to set shit straight.
