OP did not mention anything about slandering or discrimination, and unless he had a contract or is part of a union, typically employment is "at will" and can be terminated at any time without there being a reason.
I agree call your local workmens comp office and trust me you will get paid! normally these are he said he said cases but your boss left that VM! did you complain to hr once?
Technically, it's creative dismissal. Not slander or discrimination. Nice try though. =) Source: I'm a legal assistant.
You do have a legal case - on the grounds of Creative Dismissal. At the law office I work at, we're handling one of these cases right now, and we're aiming for $100,000+ in damages. Take the voicemail to a lawyer. Normally, they offer a half hour free consultation. No harm in finding out your options. =)
Check the labour laws where you are. Can your boss legally do that? Meanwhile, look for a place to work where you can be better appreciated
why wouldn't he fire that person then?
Been there...4 years ago my old employer gave half of my hours to someone just like that too....one of the many reasons I quit working there 3 1/2 years ago
Good! If you like the job and can afford it stick it out for a bit. Since the other person is unreliable someone else in management is bound to notice (if he's not allowed to fire someone's over him) and there's a chance you'll soon be out of a lazy coworker and an asshole boss.
Just get the hell out of there.

he fits the definition of a Horrible boss I'm sorry :)
I would use the time off to start looking for a better job where they appreciate you. Sometimes, you just can't win and it's time to move on. Best of luck, OP !
