I don't think any manager has the right to extort money from their employees to do part of their job, which involves cashiering...
It's he's legitimately stalking you, I think you should file a police report. You never know what crazy stuff he will try to pull. Keep in mind, your manager is also responsible for your safety . Whether that be a hazard that lead to an injury or a potential situation that arises from a stalker and can be held responsible for any situation that potentially results. It's in his best interest to keep your best interest in mind. Not to mention you could sue, just for being emotional distress you incurred. Talk to you manager. If he doesn't want to protect you, talk to a higher manager.
