Three words: Anti Icky Poo. Sounds funny but it works on cat pee like crazy, it has enzymes or something. I hope they sell it in Australia, your country bans a lot of stuff for some reason.
Try Urine Gone. It has enzymes that neutralize the smell.

This is actually not that uncommon. Intarwebs search for 'elevator butt pee'er' and you'll see. One of my cats kept peeing high enough that it leaked under the box. Even with a covered box, she peed out the front. I got fed up, so I went to Walmart, bought a large clear tote ( http://www.walmart.com/catalog/product.do?product_id=10401052&findingMethod=rr - like that), cut a 'u' shape in the side (high enough that if standing and facing the front, urine will still hit the tote and not go out the exit), and presto-chango, problem solved. Yah, that's called spraying. Is your cat fixed? If not, this could be why. Also, this could be a sign of a medical issue such as a Urinary Tract Infection. You need to get your cat fixed if it isn't, and see a vet.
First, your cat may be a boy, they tend to do this more often. Second, get it fixed if it's not. Third, have the vet run a profile for a urinary tract infection. Fourth, get a litter box with a hood on it. Fifth, wash the walls. Try Greased Lightning, I know it works well on dog pee-you can get it cheaply at dollar stores. Sixth, don't just paint over it...it will still stink.
