In Florida, AC or some other solutionis legally mandated in your lease. By state law he has to either give you a window unit or screens for every window and some box fans.

Invest in a portable air conditioner :) hell I wouldn't put up with flying ants, I'd grab some thin cloth and duct tape that over the window. Bwuahaha
I absolutely feel your pain on this one. I had an infestation of those nasties last year. Accidentally left the window with a ripped screen open, came back into the room an hour later and walked through a cloud of them. They're gross and I hate them. D:<

Fix the a/c unit yourself, then hand him the receipt and deduct it from Your rent, if he has t fixed it then you can.
If you get a fan, get a Vornado. I sure did, and I love it! My building doesn't even HAVE AC. Or central air, for that matter. Though I did know that going in...but I digress. Vornado fans work wonders for circulating air. Point it at a corner near the ceiling, turn it on, and even at low power it can cool down an entire studio apartment by itself!
Flying ants = termites. I strongly suggest you find a new place to live and leave your landlord to deal with that. Things are about to get a lot more expensive for him.
Both ant and termite colonies produce winged queens and workers when they're ready to reproduce.
suggestion go buy a small electronic zapper at Home Depot I have some small ones that are pretty cheap and it will help with insects flying insects in general it also makes a great night light
