I would suggest talking to the SPCA and calling the local vets. If it is a very distinctive dog or if the new 'owners' take it to a vet (obviously they have no previous records, a vet should find that suspicious especially if you've tipped them off) you might have some luck that way in getting it back.

Had that happen to me. I ended up involving the cops, they figured out who took her and charged the guy with dog napping. He ended up with a very large fine, can no longer own pets for the next 10 years and has a criminal record for being an asshole.
