Ok so here is an update, they canceled my $147 fine because I was using 100% legal us tender. However in order to pay off the $35 in pennies they had to either be rolled by the bank or I had to count them 1 by 1, so I rolled 'em.

Actually, US law states that as long as you attempt to pay an outstanding debt with any kind of legal currency, it has to be accepted or they are technically absolving you of your debt. So you were illegally arrested.

i took $20 worth of nickels and dimes into the PD to pay my parking ticket a couple months ago. the bitch behind the desk told me if i am paying with that, that i need to count it out and stack them in $1 stacks. i played it off like i was an idiot and told her i dont know how to count. she told me to take my change and go to the bank and get a $20.
Why did you get a ticket?! That wasn't fair. It is legal tender and they have to accept it no matter what form it's in. I had a teacher who was in the same situation and did the same thing and they had to accept it!! They just wanted to make money!

A bucket full of pennies is a perfectly legitimate way to pay. They are legal tender. An idiotic way to pay would be like with sticks of gum.
