Ok so here is an update, they canceled my $147 fine because I was using 100% legal us tender. However in order to pay off the $35 in pennies they had to either be rolled by the bank or I had to count them 1 by 1, so I rolled 'em.

no matter HOW you were paying your fine the fact was you were paying it. they can't do that....... they were just sore that they were getting $35 in all pennies. i'd say go back with the $147 in pennies and do it again, they try the same stunt then take em to court or something. they can't fine you more for paying a fine in pennies simply cuz its pennies.
Pennies aren't considered legitimate currency, although they can be used as change. It's really weird. IDK what they could site you for though
I would appeal that. I remember a kid in Florida who did the same thing when his car was impounded and he called the cops; the cops made the impound lot accept the pennies.
I don't believe this, because they would be legally required to accept legal tender.

that's a ticket u can fight..... money is money.... unless you were a jerk.
I'm pretty sure you copied this story because I've heard it before on the news. If not, YDI for being a public nuisance & for trying to get revenge on the wrong person. The one taking your money for the ticket isn't the one who wrote the ticket. And isn't it silly to try to get revenge for something when you were the one who parked in the wrong place to get the ticket?

A bucket full of pennies is a perfectly legitimate way to pay. They are legal tender. An idiotic way to pay would be like with sticks of gum.
