Hot wire two sections on bottom, with concrete a little underground and two on top, use the solar powered ones. Thats the best way to go then the won't climb or dig out.

Meh--- that's just what dogs do. Its not the contractor's fault, its yours, for not securing your yard. You need to take responsibility for your dogs and stop blaming others for your failures.
