This is very common for cats to do. There's something about plastic bags...... Another commentor had a very good idea. Put one in his/ her litter box just for a day, then don't ever leave plastic bags where your cat can access them in the house.
Ya, my cat likes to rub up against plastic bags, and sometimes chew on them. We don't like to let him chew on them though.

You are not using the word "fetish" correctly, then.
My cat did that as well. It started as a desire to pee on clothes--and who can blame her? They're much softer than litter. Since my father is completely incapable of doing his own laundry, he takes it to be cleaned and it comes back in bags. He's also apparently incapable of putting clothes away, so they would just sit on the floor, occasionally unopened, and become the new cat box. I didn't really pay it too much attention until the cat climbed in my hamper [at the ripe age of fifteen, where she could no longer jump onto the bed] to pee on my clothes.
Why the hell do you just have plastic bags laying around your house? Sounds like you probably arent the cleanest person anyway to have trash skewn about your house. Its not hard to throw the bags away after you get your stuff out of them and if you wanna keep them find a bin/box or something to keep them in.
My cat likes to pee on plastic bags too. It's kind of annoying, I keep craft stuff that I'm working on in bags so my animals don't play with them or eat them. I came home one day to pee all over some bags with some stuffed animal things in it, I ended up having to throw the entire thing out. I also keep plastic bags under my kitchen table (for cleaning the litter boxes, picking up poop, small trash cans, etc) and I have to barricade it to keep the pee-cat out of it.
