I don't think it's necessary to shave/wax it at all, but for the record I used to shave my arms and the hair was never prickly when it grew back... so I don't know what some of these people are on about.
don't shave it, get laser hair removal. seriously for like $1000 you'll be done with it foreverrrr! it hurts as much as waxing but you only have to get like 5 treatments done. disclaimer: every few years you might have to get a repeat treatment but it's SO worth it.
