Hi guys- OP here! To answer a few questions and concerns people have said- 1. I did not tell the girl's parents - I do not have a close relationship with them other than a few "hi"s and talking about the girl's homework, also I am a high school student myself and I do not know how to handle that situation at all 2. I knew she was masturbating because she stuck her hands down her pants a few times anddd... I'm not gonna go into details, but it was pretty obvious

This is not normal. This girl has been sexually abused. No child who hasn't started puberty, regardless of age or sex, should know what those feelings are or even be feelings those. This needs to be reported to CPS ASAP!
Nope. Wrong. Incorrect. Reporting this child, or shaming her, for perfectly normal behavior could seriously warp her future perceptions of sex. Aggressive sexual behavior or advanced sexual knowledge could be an indicator, but masturbation is neither of those things.
Children can start puberty as early as 8 or 9 (the age of the child in question) and agree with the person above me. I to discovered masturbation at this age and had no Idea that it was unusual.
I was 5 when I figured it out and was never sexually abused. I had no idea what I was doing, I just knew it felt good. It's normal for kids to experiment with their bodies... it's not a big deal.
You need to tell someone. This is fairly common for kids who have been sexually abused.
