I am very certain that if you are a minor- which is what it sounds like- that what your father did is completely illegal in multiple ways. Next time call 911, FIRST when you are hit- as it involved a car, it becomes classified as an automobile accident. 911 operators are obligated to send someone out to investigate- in a case like this, it would probably be both police and an ambulance, as it sounds like you sustained serious injuries. In your shoes I would be very tempted to mention the neglect on your father's part to the interviewing officer.
