How did it explode? Unless it was filled with hydrogen, helium is not flammable.
I'm assuming by "exploded" the OP means "popped loudly". You're right, helium isn't going to explode in the sense of combustion, neither will any air blown in by hand, but we all know balloons can be pretty darn startling when they pop and you aren't expecting it.
Put the phone in a bag of uncooked rice. That should dry it out just fine.
I've dropped phones in bar restrooms. Ran them over. Lost them. Since I've gotten my iPhone I watch that thing like a creepy stalker. Hopefully it was a droid. Sorry about your luck OP.
