It's fine to jump to conclusions, as long as you wait for proof before you do anything.
This reminds me a lot of one that was previously posted where the teacher wrote and said he ripped up a kid's test and then read the note in his hand that said "you can do it, love mom" or something. I can't find the link, but I'm fairly certain it's a semi-ripoff. Anyone else remember that post?

To be honest, the situation sucks, but I'm surprised that it didn't occur to you that having stuff written on your hand before doing an exam wouldn't be an issue. It could be against the rules, even if it had nothing to do with the exam, and perhaps the teacher shouldn't have ripped it up like that, but he could have banned you from doing the exam and be entirely within his rights to do so. On the other hand, I suppose it's easy to forget what you might've written on your hand at an earlier time and that's easy to do. And at least the teacher could see for himself that he overreacted. So I voted both "FYL" and "YDI because it's a little of both. And for everyone saying, "That teacher is an asshole", consider the teacher's point of view. What would have you thought if you saw someone doing an exam and noticed notes written on their hand? Especially when it's his job to be looking for that sort of thing and he's in that frame of mind?

Bullshit. Any mature teacher (Which they should all be) pulls the student aside, if they notice something that needs instant confirmation, such as this. You don't make an example out of someone in front of the entire class, you may as well sound a foghorn on everybody - Their concentration is going to be ******. And it's not against the rules to have something written on your hand, unless you live in some school with a strict dress code. Otherwise, would tattoos not be ruled out, as well? No teacher is "Within their rights" to kick a student out of an exam (Likely failing them) because they had something entirely unrelated written on their hand. What if it were done in something long-lasting? Such as several traces of a permanent marker, or henna?
In my school, a major top-tier US university, the teacher is not even allowed to be in the room during the exam. So the teacher doesn't have arbitrary rights to ban people as they see fit. In most schools, there's a procedure for suspected cheating: document the evidence, find witnesses, let the student finish the test in a separate desk or alone, then send it off to a judicial process. There is a process for cases exactly like this, since there have been lawsuits over it. I'd raise a stink about it. You can get the teacher into some very serious trouble easily.
I can speak from the perspective of a teacher who just gave a couple finals today: the teacher the OP describes is an asshole. If he was so worked up over the possibility of finding someone "cheating" on his exam, he needs to find a different job. The proper way to have handled this situation would have been to wait until the student finished with the exam, and then ask "so what do you have written on your hand there?" and the student would have replied "it's a note to remind me to pay my rent... see?" And then the teacher could have said "oh, ok. Have a nice holiday." This teacher obviously has mental problems. But of course, the OP should have known that already.
You deserve it for having to write yourself a note to remember something as important as paying rent. It's not like you don't have to pay it at the exact time every single month or anything. Would it have been really that hard to wait until after such an important exam to make a note of it?
Oh sheesh, he's a college student, chances are he hasn't been living on his own for very long, and in that case, it's not like paying rent on time was a habit yet. Give him a break. On the other hand, lucky your teacher just ripped the test in half, not to bits - so now he can tape it back together and grade it ;)
