Forgive me if I'm completely wrong but how would a mental illness mean you don't understand her? Would it not be an intellectual disability that would interfere with your learning more so? Either way, she's an unprofessional bitch.
You could actually report her for this. In the 1970's the Education for all Handicapped Children act was passed, promising equal educational opportunities for all children (regardless of ability). Clearly not only by her attitudes towards people with disabilities and her automatic assumptions of you, she is being a biased beeotch. Tell a higher up, because if she's acting this way to you - odds are good she's also doing it to others.
If talking to her doesn't fix things, get your parents, principal, or guidance councilor involved. If nothing else, maybe you can be moved to a different class. Sounds like this teacher's an idiot anyway.
I don't know what reforms exist there, but in the U.S. the No Child Left Behind Act is designed to prevent this. Even if you were mentally ill she would still have to teach you the same material to be at level. If she really thought their was an issue she should have pulled you aside after class or talked to your parents if she didn't want to ask you. The teacher should be suspended without pay for a period of time or fired.
.... Uh, the actual effect of No Child Left Behind is more that schools do everything in their power to pass a child, regardless of if they meet educational qualifications. At least as far as I've seen. Less about teaching and more about manipulating loopholes so every child progresses grades year by year, not based on competency.
