As a fellow fair-skinned person, I feel your pain. I can't be outside for more than 10 minutes or I burn to a crisp. I always lather up on SPF 100. I never could tan; I just burn and peel. But OP, I'd rather be super pale than look like a piece of worn leather. Being tan is vastly overrated. If you're naturally tan, okay, but I hate when people say you need to get some sun because you're so pale. Embrace your fair skin, and be safe in the sun! :)
