not sure it'd be classed as "sexual" harrassment, but definitely harrassment of some kind if you didnt consent to dressing as a girl.

I think the argument could be made that this could be classified as sexual harassment. They're forcing him to dress as a gender with which he does not identify. Some might call that deliberate public humiliation.
