Baking powder!!!! Shit works for any smell and it will dry it
When I had a leg cast that I accidentally got wet, I went to urgent care and they cut the cast off and put a splint on it until I could go to my doctor's office. You might try that! A wet cast isn't good for you to begin with, I'm sure dog pee is just that much worse.
any pet store will carry enzyme cleaners to remove dog urine
just be glad he's not a cat they smell a lot worse and it doesn't come out
Hey OP you should go to an emergency to get it changed. I am an orthopaedic nurse and with the cast being wet your skin underneath will be breaking down. Believe me it is horrible to deal with and can lead to a nasty skin infections if left untreated.
If it's a water proof cast just rinse it with hot water but don't use soap, if that gets in your cast you'll painfully itch nonstop for hours abd won't be able to scratch it.

Get yourself some hydrogen peroxide, saturate the areas where the urine is, then saturate the same areas with a pet odor deodorizer. Perhaps try some baking soda coated on there to absorb odors?
I got a pen cap stuck in my cast when I broke my foot. I have a scar now. I think you have it worse... Sorry OP.
