I had the same thing happen to me in Jr high. My vice principle dragged me into the bathroom to wash off my goth makeup, only to see that I was just really pale, with very red natural lips.
They're tattood on probably so ydi for yelling at her, but fyl cause you were probably right

The title (sorry snow white) hints that you still don't think you're at fault here. even if she was a new employee (or an old one for that matter), you have no right to yell at someone for such a minor offence (unless it was multiple offences but even then). yelling is hardly a good way to solve any situation, people respond better to a polite warning. at least to start. not to mention the fact that you assumed that she had make up on, and didn't stop to ask before you yelled at her.
If it is a new employee then they may not have been completely aware of the policy to begin with, so a friendly warning would have been better than yelling. Not to mention, yelling makes your employees feel as if they're in a hostile environment especially over something as trivial as makeup.

Why would you care that she's wearing make up? There's no reason to have a policy against make up, heavy or not.
From now on try addressing people respectfully, OP.
So here's the deal, either she's a new hire and you're a dick for yelling at her instead of being appropriate about it, or you're a new hire and you're a dick for yelling at her instead of being appropriate. Because the third option is you've been her boss for a while and never noticed she always looked like that and you ignore the makeup rule for whatever reason that whole time.
