Honestly...I think he secretly loves you poster. I mean, what bully actually remembers the person's birthday unless they have some feelings for them? They say that when a man (or woman) bullies another person, it means they like them. Normally it's during prepubescent years, but it might be different for someone who has been in the closet for 16 odd years.

Next year when he calls, be polite and nice and tell him in a respectful tone that your phone calls are monitored because of his behaviour and the criminal investigation unit should be knocking on his door about this time tomorrow to have a chat about "privacy" and "threats". Then hang up the phone on him, call the cops, report harassment and have his number traced. OR Have his number traced and have 4 people put a bag over his face and beat the shit out of him and demand his lunch money.
