Let him know that he is the reason your uniform was covered in mud, because he splashed you. Always wear outdoor clothes when walking to work, something I learnt when walking 5 minutes from my flat to my old job, the amount of inconsiderate drivers who would purposely drive through a huge puddle to soak me meant I'd have to go back home and change. It's an annoyance having to take your uniform with you to then get dressed and means leaving early to get to work earlier to get dressed, but it saves a lot of trouble if this (hopefully doesn't) happens again.
If it were me I would have told him he was the one that splashed mud on me. If he continued to throw a fit I would've flipped him off, walked out, and started job hunting. No job is worth putting up with that torment.
