Ignore his request as your 'incompetent' and write the best statements about yourself. Then when your boss complains. Tell him he should have written it himself the incompetent fool.
That kind of humiliation your boss is putting you through is grounds to make a formal complaint to, at least, the HR departament. You could the most useless employee on the face of the earth and they'd still couldn't harrasss you the way they are harrassing you.
