Assuming that was his actual excuse, he still lied. Because in the period of time between him saying 'no' and you two breaking up, you were still dating.

I wouldn't dwell to much on the reason he's giving you for the break-up. "I don't want to be a liar" is just an excuse for breaking it off and that was the best he could come up with.
