That joke was in extremely poor taste. OP, how long have you two been going out? If it's been a while, of course your first assumption in regards to his actions would be a proposal. If it has been less than a year, then you were jumping the gun, but it was still in bad taste on his part. I'm curious as to how you reacted to this event.

My now husband had made it looked like he was proposing when he wasn't. He baked a cake for me and there was writing on it. It said "will you carry me?" From a distance, it obviously looked like I was finally getting the expected (we talked about how us becoming engaged was going to be happening in the very near future) proposal I've been anticipating so much. He felt bad after he saw how disappointed and pissed I was. Lucky for him, my sense of humor understands his and I laughed about it later.
