Well, for what it's worth, depending on what he stole they might both be right. The replacement value is usually going to be higher than fenced. My uncle broke into our house and stole some antique coins worth hundreds. Including lock the damage was in the thousands. He pawned about half of them for not much more than face value and made like $400.

Yeah... that's criminal extortion. In fact, simply saying "Do X, or I'll call the police" is generally considered extortion. So even if they asked the correct amount they'd still be committing a crime.
