This actually isn't that uncommon. Incest fantasies, similar to rape fantasies, are becoming more and more common. Or rather, more spoken about. Creepy, yes, but unless your brother is highly unstable, it's unlikely to result in any physical attempt from him. It will pass, or it'll always be an unacted upon fantasy of his. Most sisters don't find out, so this is rarely an issue. But I've had a few friends with these fleeting fantasies, and I've helped them through it. Hopefully he has a true friend he can be completely honest with, too.
