My friends dad did that for Christmas last year (she does have a car though) but his card said he thought she'd like it because he knew she was "directionally challenged". Yes I laughed at her as did her husband (both of us got hit for too but it was worth it)

Maybe it's one of those metaphorical gifts, like he's saying he hopes you find the right path or go in the right direction in life. Oh, who am I kidding? He's teasing you about your lack of car or permit.
