Last time I checked, having an affair wasn't illegal, but blackmail was. Do whatever you want with your husband - it's your life and your decision, but make sure you report her to the cops and press charges. Alternatively, explain that to her, and tell her that if she doesn't 'see the error of her ways' and pay back every cent, she's going to jail.
I think you need to look up the definitions of both 'blackmail' and 'bribe', as you've completely misused them both. As for it not being a crime, refer to US Code Title 18 § 873. Also, just for reference, I don't watch Law & Order.
