Not so. There are water resistant and waterproof. Water resistant means if you get caught in heavy rain or squirted with a hose it will be ok. Waterproof means it can be submerged in water with no harm. But yes, there usually is a depth limit.

If you have an expensive watch it won't claim to be waterproof. Expensive watches (Rolex, Panerai, AP, PP, etc) only claim to be water resistant to a specified depth (eg 1000m). Maybe the OP didn't have the crown screwed down or used the pushers underwater which cannot be done on most mechanical watches.
