if he didn't take care of it then it could look like a bad tattoo. some people don't take care of them afterwards and then blame it on the tattoo artist.
From someone who has multiple tattoo a lot goes in to proper after care. You have to keep it out of direct sunlight, no soaking it, clean it multiple times a day, apply lotion etc a lot can go wrong without proper aftercare
There's a tattoo parlor close to my job so I often get newly tattoo people coming in to get a drink afterwards. They all smell like A&D ointment. Blah! But the early stage of taking care of your tats are key. Gotta keep the ink properly sealed.

Well OP it's a matter of opinion right? If the client was happy that's all that matters.
Maybe it was done right just not the best choice of tattoo by the customer.
