Yes, a lot of cases that don't end up in conviction could have been helped by the victim going to the police earlier etc, but women need to be educated about the precautions they should take to avoid rape (not going home alone as far as they can help it, not getting into unmarked cabs, never leaving drinks unattended) and what they should do in the event of being raped, such as calling the police immediately, not changing their underwear or using the toilet until evidence has been taken, and also things like the fact that many 'date rape' drugs cause people to behave in an outlandish/promiscuous manner for a while before losing consciousness (this can be very damaging in court cases; if the so-called victim was witnessed dancing and living it up moments before she claims she was raped, it's not going to make her look very convincing). So they need to be protected, not in the sense of undoing something that's already happened, but in being equipped with knowledge and assuming some responsibility for their own safety.
