I think I would stop trusting the neighbor.
one of those "Oh shit" moments?
Yikes! Why wouldn't she call before
That neighbor is an idiot. Calling you before letting a stranger in your house might have been more logical than waiting till after a potential robbery has been committed. This is a warning me to though, now I'll be careful to make sure I leave neighbors in charge who know my family.
I would've called BEFORE I let her in...
First, how did your neighbor let someone into your house unless you gave them a key? Sounds to me like you set yourself up for that one. I would also be keeping a closer eye on your neighbor as well, they might have been in on it and been trying to cover their ass.
So #1, why would you give your house key to a random neighbour who knows nothing about you? Generally if you give someone your key while you're away, it's so they can look after your house and any pets you might have, right? In which the neighbour should have at least known you don't have fish, and should have used common sense to realize that if you don't have pets, and he/she is the one watching your house, then there's no reason for "your mom" to be there so obviously something is up. Which leads to #2, if they had your phone number, why the **** didn't they call before letting the woman in, to make sure it was okay, rather than calling after to let you know they'd already let her in? I think you and your neighbour are both dumbasses.

Her story sounds a bit... Fishy.
That "mother" of yours was definitely fishing for something, and it most definitely wasn't for fish o.O.
