The neighbour probably made up some things to get the cop to come down, such as "He's making me feel threatened," Correct me if I'm wrong, I'm not from Texas, but I doubt any cop would actually respond to "he's speaking a different language"

The only way I get this is if your neighbor also speaks Arabic and you were describing the plot of 24 or a Tom Clancy book to your grandma. "And then the terrorists take over! Yeah, pretty unbelievable I know. Oh, I'm getting another call have to let you go. I'll tell you the rest when I talk to you again! Bye!" Otherwise... yeah, your neighbor sucks.
