Read the labels when you buy - Some Women’s swimwear is intentionally made to tan through. Some is not. The label should have told you.

You always need SPF all over, most bikinis aren;t ging to offer much protection. Sun can get through fabric, weirdly.
Sounds more like you’re allergic to the suit. Did you wash it before wearing? Have you worn it before without a reaction? Maybe it’s your detergent?
